Jeff Bruce, P.E., President

Jeff Bruce is a Professional Engineer, and the founder and President of Portland Engineering, Inc. A skilled engineer and dedicated President, Jeff started PEI in 1992 in an effort to provide the highest quality, value engineering services. After nearly two decades of continued growth, Jeff’s hard work remains central to the PEI philosophy that nothing is more important than a strong commitment to professionalism, integrity, and ethics.

Francis Malinosky-Rummell, P.E., Vice President

Francis Malinosky-Rummell is a Chemical Engineer and project manager with over eighteen years of experience on a variety of engineering and design projects. In addition to his detailed knowledge of water treatment design and implementation, Francis has a strong background in project management, product development, air quality compliance, food processing, chemical treatment, gas purification and power generation. Francis has been working in industrial automation and controls for over twenty years and has served as Project Manager and Lead Engineer for numerous municipal and industrial instrumentation and controls projects. Francis brings a strong history of projects completed on time and on budget, invaluable experiential knowledge in water treatment plant process engineering and controls design and specification, and a commitment to the highest quality standards and customer service in the industry.

Mike Hogan, Vice President

Mike holds a Bachelor of Science Degree in Electrical Engineering. Mike has extensive experience in project management and system integration for wastewater, water treatment, water distribution and SCADA telemetry systems, with over twenty years of experience in the design and startup of control systems for a variety of industrial applications. As a Vice President of PEI, Mike has fulfilled many roles including Project Manager and Lead Engineer. Mikes specialties include control systems design and specification, lead technical engineer, field service and process controls engineering, SCADA equipment design standards, control and configuration, and startup and commissioning.

Carl Serpa

Carl Serpa holds a Bachelor of Science Degree in Chemical Engineering and has more than 20 years of experience in process and control system engineering. Carl has broad experience in developing SCADA equipment design standards, process control programming and integration of Operator Interfaces, control system networks, and historians, in addition to strong skills as a Project Manager related to industrial and municipal control projects.

Josh Downs

Josh is a valuable and accomplished member of the PEI team with experience in mechanical, structural, civil and controls engineering. He is efficient and effective in project management, component design and structural analysis as well as process control design and integration. Josh is a respected by owners and engineers alike for his commitment to doing the job right, and his knowledge of how to. When he isn’t working hard for PEI, Josh is serving our country as an Active Reservist for the Oregon Air National Guard.

Jon Scott, P.E.

Jonathan is a Professional Engineer in Control Systems and a semiprofessional miniature golfer. He has been a Field Service Engineer for Rockwell Automation, an integrator for General Electric, and a Facilities Engineer for semiconductor manufactures. He has been involved in all aspects of engineering from conception and funding, project management, integration, installation and start, up, operations and maintenance, to decommissioning and conversion. He has worked in various industries including water treatment, wastewater, metals, petrochemical, forest products, healthcare, and semiconductors.

Dan Craig

Dan holds a Bachelor of Science Degree in Computer and Information Science from the University of Oregon. Dan is an intuitive programmer with strong system installation and start up experience. He has a background that includes water and wastewater systems and wood processing machinery. He specializes in control system optimization, communications, network design and network security.

Adam Dodge, Controls Specialist

Adam has over twenty years of diversified experience in control systems engineering and demonstrated effective handling of complex projects, developing strong working relationships in the process. Adam has substantial field experience and is a systems startup expert. He also possesses exceptional AutoCAD skills. Prior to working for Portland Engineering, Adam Dodge was employed by a large local hardware and software distributor as their in-house technical specialist for Allen Bradley PLC hardware and Rockwell Software, providing technical expertise to customers in the region.

Chris Gardella

Chris is a Controls Specialist with a background in automated manufacturing. He is an experienced Field Service Technician with excellent troubleshooting skills. His past projects have included SCADA telemetry, PRV and reservoir instrumentation setup and calibration, wastewater systems Aquifer Storage and Recovery Systems and materials handling.

Aaron Childers

Aaron is an automated controls specialist with ten years of experience in controls system integration. Aaron has a Bachelor of Science Degree in Electrical and Electronic Engineering and served in the United States Air Force for eight years. With extensive experience in start-up and commissioning, programming and testing PLC and DCS software, developing instrumentation, and coordinating design efforts across multiple disciplines, Aaron has a reputation for dependability, thorough design, and excellence in value engineering.

Charles Joeckel

Charles is a systems integrator with exceptional knowledge and extensive experience in design, specification, and commissioning of control systems for industrial machinery. With over twenty-five years of experience and Bachelor of Science Degree in Technical Engineering, Charles is an accomplished developer and PLC and HMI programmer. With experience in many different system platforms that includes industry standard Allen-Bradley PLC, SLC and ControlLogix systems, Siemens Step 7, Mitsubishi, and GE, Charles understands your system and knows how to improve it.

Greg Chase, Project Management

Greg serves in the capacity of Operations Manager, overseeing project management, construction management, and handling of all work completed by PEI subcontractors during the installation and commissioning portion of the projects.
